This is a great question, and one I'm sure many people have, especially if moving to a new area.
I think there are a lot of great and creative ways you can get more involved in your community to build a social network. The first thing I would suggest is checking out your city or town's website, as there are usually tonnes of activities listed on these pages that can get you active in your community and meeting new people in the area. You can also look into job sites to see if there are places you can volunteer your time and energy, if you do have the time to do so. This can provide you with a greater sense of purpose and inspiration, can help with capacity building and education, and can also connect you with folks in the community that you either volunteer with or provide support to. Lastly, you could do something like start a book club or tea party club (there are probably tonnes of other ideas you could come up with) and invite other people in the area to, to get to know your neighbours and as a healthy hobby for yourself and others.
I hope these ideas seem relevant and possible for you. Let me know if you have more questions about this.
